The hot ashes from the cigarette need to fall somewhere. Normally you would tap it to the side or in an ash tray or something, but while driving with both hands with the wind blowing, I'm guessing the only place for the ashes to go would be to fall in you lap, or get blown all over your face. While you make a silly face trying to smoke while holding the thing between your teeth.
